Place chicken wings on a sheet pan and broil for 5 -10 minutes until the skin on the chicken wings starts to brown slightly being careful not to burn them.
In a bowl , mix together the honey, soy sauce, BBQ sauce, and garlic powder.
Add the chicken to a 5 qt or 6 qt crock-pot.
Cover the chicken in the liquid.
Cover and Cook on LOW for 4 hours or until the chicken is cooked all the way.
